Resident Representative Permit Application

Idaho State Liquor Division

This online form must be completed for persons interested in obtaining a permit to become an Idaho resident representative for manufacturers, vendors and suppliers. The issuance of this permit is under the authority of the Rules of the Idaho State Liquor Division and Idaho Administrative Procedures Act. To view the rules, click here: IDAPA – 15.10.01 – Rules of the Idaho State Liquor Division.

In order to protect the assets of a state liquor store, enhance the safety of Division personnel and the public, and aid in the performance of the Division’s duties, state liquor store personnel may refuse a person entry into a state liquor store, require a person to leave a state liquor store, or take other actions as are appropriate to cause the removal of a person from a State Store where such person’s presence in the state liquor store is disrupting performance of the Division’s duties. This may result in the revocation of an issued permit.

Supplier resident representative permits are issued annually by the Idaho State Liquor Division. Each product listed by ISLD is required to have in-state representation through the use of a direct sales representative or brokerage firm.

Out-of-state supplier sales management personnel may obtain a supplier resident representative permit only as an associate of the Idaho sales representative or broker. If a permit is obtained, an identification badge is also required.

Out-of-state sales management personnel are expected to be accompanied by their Idaho representative or broker when conducting business in any state liquor store or special distributor. Should out-of-state supplier sales management personnel wish to visit stores unaccompanied by their Idaho representative, they must first obtain permission from the Idaho State Liquor Division’s deputy director of retail operations.
